Perhaps you've not read the paperwork that came with your new laptop?
Support for the hardware and for any pre-installed software is the
responsibility of the people who made you laptop.
If you cannot use common peripherals, such as USB memory sticks, with your
laptop, contact the manufacturer's tech support.
Alternatively, take your new product back to the store where you purchased
it and demand a refund or exchange for a working laptop.

Although this may be a Vista bug, many Vista installations do not exhibit
the symptoms you describe.

You could try taking advantage of the help offered here for encountered
problems...

The solution to this annoying problem (I have it on one PC), seems to be to
locate and delete the file INFCACHE.1, which may be corrupted and causing
the problem. To delete this file, you will first have to modify its
permissions so the users group can access it (right-click on the
file->Properties->Security).

INFCACHE.1 file. It's located at C:\Windows\inf (scroll down to the file).
(Note: to see INFCACHE.1, you must set Windows Explorer to display hidden
and system files)

That said. It didn't work for me, but appears to have worked for many.

Good luck!

Addendum to my previous...
A combination of INFCACHE.1 deletion, followed by removal of my USB hubs
from Device Manager to allow Vista to reinstall them, followed by a reboot
has made it possible for me to use my USB memory sticks without issues.
Amazing what happens when one listens to good advice and makes an effort :)
