Going into Safe mode

I am registered in multiple antivirus, antispyware and antimalware forums.
In these forums they recommend that to go into safe mode that you reboot and
then start continuously tapping on the PF8 key.
I found that that doesn't always work.
Then I found that if you edit 'boot.ini' and reset the time-out value from 0
to 10, you can reboot and when it starts timing down from 10 you can hit PF8
once and get into safe mode.
My question is would this procedure work in other versions of Windows and
if so which versions.

If possible, I would like to recommend this simpler procedure in the forums
in which I am registered.

All versions based on the NT kernel have the boot.ini file. NT 3.5, NT
4, 2000, XP, 2003

Windows NT 3.1, 3.5, 3.51 and 4.0, Windows 2000 - NT 5.0, Windows XP - NT
5.1 and
Windows Server 2003 - NT 5.2 all have boot.ini files.

Windows 3.1 and 3.11 have no Safe Mode.

Windows 95 uses F5 or F8.

Windows 98 and ME use the Ctrl key or F8.
