Going from 64 bit to 32 bit.

Good afternoon.

I currently have Vista Ultimate 64 bit on my system. Can I install the 32
bit version in place of this and still keep all my programs, etc. intact or
will it wipe everything?

You have to do a custom install to move between 32-bit and 64-bit in either
direction
 
Not sure what you mean by everything. Programs, yes. You may be able to
use the Windows Easy Transfer program for settings and data, but I will
leave that to others. I've never been able to get it to work for anything.
Make sure you do backup the data and anything you want to save before you do
reinstall. Others have had WET fail the install, even though it had done
the first phase and reported success.

Oh my goodness, yes. You'll be wanting to back-up all the data you care
about and you'll be needing to do clean installs of the operating system and
all your applications. Simple as that I'm afraid.

In general you need different versions of your programs for 32 and 64 bit
Not true. Most 32 bit programs work well on a 64-bit OS.

Install it on a different partition.
Violates the EULA one install provision
