There are several ways to create this effect, but you could help us to help
you if you give us a bit more to go on.
Do you use PowerPoint 2007 or a previous version?
Do you have photoshop or any other graphics editing program?
Could you discribe exactly what you mean by glowing swirls? I envision a
set of spiral lines that rotate with a diffuse glow behind them, but that is
just me, you may want something vastly different.
