Globally Change Free/Busy Setting

Is there a way to Globally change the Publish xx Months setting for everyone
in Exchange 5.5 so that everyone publishes the same amount of time? It
would take too much time to train everyone how to do it.

Easiest way is to use a Policy. You can find the templates on microsoft's
website.
