Global Distribution List in Exchange 2003

I would like to set up a global distribution list that would use SMTP addresses instead of Active Directory objects. We are a Church and have many people to contact on a regular basis and most do not work here so they would not have an Exchange mailbox. My only alternative right now is to add each person as a contact and then add them to a distribution list. I can use the SMTP address in a personal distribution list but I cannot figure out how to add the globally.
