Global Contact List

I am curious if there is a way in Outlook 2003 to make a global contact list?
I would essentially like to create a single pool of contacts that can be
added to, but not subtracted from, by users, that would automatically become
a part of every other users main contact list. Preferably, I'd like this
"pool" of contacts to not simply be a collection of individual shared
contacts, but a list of contacts maintained at one location (i.e. a shared
folder)

My experience with Outlook is rather limited, so I'm not sure if this is a
really basic thing for Outlook or not. Any advice would be greatly
appreciated.
 
Actually I think I worked it out... I set the appropriate permissions on my
Public contacts folder, but when I made a 'contacts' address book in the
folder, the appropriate permissions weren't carried over.
 
What symptoms suggest that's the case?

I checked the properties on the folder, and checked the properties on the
contact list, the contact list's properties were set to none, giving no
visibility or any accessing ability. When I set the contact list's properties
to mirror the properties of the folder it was in, it was appearing as
expected, atleast in Folder list. It's still not showing the "global contact
list" in my contacts tab, but it is showing in folder list.
 
I'm still very confused about what you're seeing and what indicates there's a problem.

The only permissions that matter are those on the contacts folder's Properties dialog.

I don't even know where you might be looking at "the properties on the contact list" to see permissions.
It's still not showing the "global contact
list" in my contacts tab, but it is showing in folder list.

Drag the folder to Public Folders\Favorites.

When our new system was set up the installer created a 'Public Contacts'
folder set up with permissions so that anyone could see the folder. There was
a contact list set up in that folder, with a couple entries, to demonstrate
creating a public contact list (all done before my arrival).
However the public contact list was not showing up in the folder - the
folder appeared empty. Upon checking the properties of each, I fould that
while the public folder was set with: folder visible, create items, read
items. The contact list was not set as visible, or with any access
permissions. After I went into the properties and set the contact list to
have the same access properties as the folder (folder visible, create items,
read items); it is now appering on workstations Outlook, in the 'Folder List'
tab, under 'Public Contacts'. Thus, as far as I can tell right now, it
appears to be working at least at the minimal level I was hoping for.
 
Sorry, but I still don't follow. Are you saying that there is a Public Contacts folder that contains a subfolder that is also a contact list? If so, why both? Are these in the Public Folders hierarchy?
