Giving users the priveleges to install hardware

Hi all,

I had been trying to figure out how I can give
users the rights to install hardware, especially
USB storage devices. Right now, we have
W2K workstations with user priveleges and students
can't use their USB storage device. I also tried
to use local security policy settting tool to
to fix this problem but it was not successful.
It did however tried to install the USB drive.
It didn't display the message about users needing
the administrator right to install USB storage device.
