giving users ability to install

Is there a way to give a "USER" the ability to install software without
giving them admin rights?

In group policy there is a setting to "Install with
elevated priviledges". This will have to be enabled to
get this function to work. This does not give them admin
rights but allows for installs. Hope this helps.

I did create a GP and enabled the "Always install with elevated privileges"
but the "USER" still can't install.
I did enable in both Computer and User configuration.

Any other suggestions.
