Give users the rights to the network card

OK what I want to do is give users that have laptops the right to change the
NIC configuration, but still be a power user. What are the settings that I
have to change to allow that.

We add users to the Network Configuration Operators group so they can change
IP addresses. We then applied KB914798 and now they cannot change IP address
information. So now that group is useless to us. I've tried importing a new
security template to fix the permissions and even though they look correct in
the registry, users still cannot change their IP address. Since this patch
cannot be uninstalled, how can we resolve this issue?

That's interesting. Microsoft seems to have found a way for Network
Configuration Operators to elevate themselves and so they removed some of
its functionality.

http://support.microsoft.com/kb/914798 describes a way to manually undo the
changes.

You can also try a System Restore to a previous date+time
(Start->Programs->Accessories->System Tools->System Restore)
