Give simple users rights to install USB card

Hi,
is it possible to give simple users the rights to install drivers for usb
card ?

may be a group can be created and permissions given to it as in Nero Burn
Rights module ? What are the permissions to be given in registry ?....

If a usb card has signed driver, all users can install it. No special
rights are needed.
Otherwise, only administrators can install it and everybody can use.
