give AD "USERS" the ability to install software

OK...

I need to give AD "USERS" the ability to install software.

I have an OU for the users that I would like to do this for. I created a GP
for this OR and enabled the "always install with elevated privileges" on
both computer and user configuration sections.

It does not seem to work. I tried to install different programs and I still
get the usual you do not have admin rights bla, bla, bla.

A couple of the progams I tried were Acrobat Reader and WinZip.

Any suggestion would be great.

Add the users to the local admin group or power users groups on the
workstations. That will give them the ability to install the software.

Power users don't have the ability to install as much software as Local
administrators. FYI.
 
What I think you're looking for is to distribute software through Group
Policy using hte software tab. That's the best solution I can come up with
still having the users stay USERS and not become Local administrators which
of COURSE you don't want so I don't even know why it was suggested as a
solution.
