Is there any way to resize a .gif file so that it is still animated

I tried in photoshop, but it isnt animated anymor

An animated .gif is actually a series of static images layered on each
other, then "played" in sequence. You would have to change the size of each
image, then recombine them.
 
you can try acdsee (the convert function)
