ghosts in the machine

When I start XP, there is a ghosting on the screen. It almost looks like
somthing out of the Matrix, It starts out as green bands then changes to red
or pink bands. Its around the curser, and all over the menu areas. Is there
anything I can do to stop this. I thought it was my monitor going bad, but I
switched it out with another, and its still happening.
PLEASE HELP

Go to Start, and type DEVMGMT.MSC (and hit enter) , highlight the Display
Adapter device, Action menu, "Uninstall", (do Not put a check in 'delete
driver") then Action menu,"scan for hardware changes", to find the device
drivers again automatically.
