Getting video into computer

If one's video card is okay is there a way to get video from an 8mm
camera into ones PC with a cheaper card that would go into a PCI slot?

Well there are other devices like the Dazzle which uses the USB port.
 
TV tuner cards usually have an input don't they?

The ATI TV Wonder Pro has support for RCA a/v in. So that's the option
if you're going the ATI route.

Yeah, but I think he was saying he is happy with his current VGA card but
just wants to get 8mm video into his PC without buying an expensive all in
one card.
