Getting size of bar to normal.....

On the top of all my applications the minimize, maximize, and exit button bar
is really small and I need to know how to put it back to normal...Thanks in
advance

Right click Desktop > Properties
Appearance tab > Advanced button
Active Title bar
Set item size to 25
