Getting Rid of Operating System on Slave Drive

I recently added a hard drive that had been in another
desktop. It was running WindowXP. I installed it to be
the slave drive (E). My computer still boots up using the
WindowsXP operating system from my original drive (C).
Everything works OK, but I'd like to get rid of the
windows Files on the second "slave" drive. If I try to
format that drive it says I can't because it is in use by
another program, and I need to shut those programs down.
As far as I know I don't have any programs running on that
drive at the time.

I've already started to store info on the "slave" drive so
I'd like to just get rid of as much of the old operating
system as possible.

Any thoughts?
 
Boot up in safe mode. then you can go into control panel,
select the second drive (Drive D:) and right click on it
and then format it.
