Getting rid of balloon notices

[User Friendly]

I would like to get rid of the annoying nags of balloons
popping up out of the start button and the system tray.
Warnings that my fire wall is turned off (I know, I turned
it off), updates might be available (nice but please leave
me alone), and so forth. How do I kill these nags?

Microsoft's powertoy called Tweakui, available from the following link has an
option to disable notification balloons.
