Getting pop up system error

I'm getting a system error (dialog box) popping up on my
screen that says "Unable to open dialog" This box has
System Error on its title bar. Can anyone tell me where
this error is coming from and how I can correct it?

I searched the MS Knowledge base and did not get any hits.

When does this occur? What program(s) were running?

That's not a windows error, i'm pretty sure. Scan for viruses.
