How do I define server-side rules so that email goes into the standard
Outlook Inbox, instead of the separate inbox that's under the hotmail

You don't. Server-side rules only apply against the account in which
they are defined. Then you yank them using your local e-mail client.
Nothing on the server can reconfigure how your local e-mail client
functions. Since they are HTTP accounts, each gets its own local
message store. Each local message store shows its own set of folders.
For example, if you use auto-archiving to move old items into an
archive.pst file and then use File -> Open to view that archive PST
file, it is a separate message store so it shows its own set of folders.
You won't get HTTP account and POP3/Exchange folders to merge their
e-mails. You can't even do it using rules because rules don't work on
HTTP accounts.
