An incompetent Dell tec support (from India) somehow erased my data from my
hard drive, and inadvertently reinstalled Windows Xp, without giving me a
chance to back up. But the "Favorites" folders where I keep all my website
addresses happened to end up on the hard drive. My ISP is Optimum on line
(Cablevision) and they use internet explorer and my email is Outlook
express. The Optimum on line Home page has a favorites folder, and I tried
Cablevision, but was told, it is a function of Microsoft & Internet
explorer, to be able to transfer the folders from the drive back to the Home
page "Favorites" section. Please help.

What does this have to do with outlook?

Anyway, it sounds like you just need to copy your favorites into your
current Favorites directory. So find your old favorites, do "select all"
and "copy" and then go to the Favorites folder (which is in the folder with
your name on it, the same one the "My Documents" folder is in) and use the
"paste" command to put the links in this folder, which is the one that IE
uses.
