Getting Favicons back

So favicons are known to be buggy and disappear. However, I can't seem
to get them to return. I clear my temp files and revisit the sites,
but once they are gone I have never been successful in reobtaining
them. I don't think a favicon storage program would work because as
far as I can see IE is not bothering to even look for these when I
revisit the sites, and thus the programs would never get them to store.
The little icons really help when I am trying to locate something in
my favorites list, which is why I would like to be able to restore
them. Any ideas?
