Getting error 11004 when trying to run PCCharge over the internet.

Support at PCCharge told me that this is a WinSock error and I need to
contact support for Windows. This program is for restaurants to do credit
card processing through Vital/VisaNet. I have read the other posts here
regarding this error and they all appear to have something to do with e-mail
problems. I find lots of references in the KB on the error but no fix has
been found. Can anyone help me to fix this?
