Getting around TCP/IP restrictions in XPe SP2

XPe SP2 restricts the number of incomplete outbound tcp connections. Is
there any way to disable this restriction or increase the limit?

At certain times of the day it is not unusual for this particular
application to have a lot of incomplete outbound tcp connections (e.g., at
night when the machines it's connecting to are powered off).

I believe it is hardcoded in tcpip implementation on XP SP2.

Obviously you can't use this hack on XPe where legally you cannot change MS binaries.
