Getting already read messages from mail server.

I was using our company web mail and I am going to use outlook 2003
Unread mail in pop server was delivered successfully, but already read
mail in mail server were not delivered.
I tried searching options but I couldn't find how to do.
Anyone please help me to solve this problem.

Ordinarily, if it's in the mailbox on the server and Outlook itself hasn't
downloaded it before, it will be treated as new mail. That's not always
true, though. For example, it's not true for gmail. What type of mail
server do you have?
 
I don't know which mail server I am using. I should ask admin.
I have found another annoying feature of our mail server today.
New mail has arrived but I didn't read it in web mail but just saw the
list. and found that new mail has arrived. I didn't click the mail.
Even in that case, outlook didn't get the news mail.
These features irritate me.
Is this the feature of web mail server, not outlook. right?

When you say "web mail", do you mean Outlook Web Access or something else?
