Is there a way to prevent a 2003 AD server from joining a 2000 environment
and having it push the new 2003 structure? I have an Ex2k3 server that
needs to be a DHCP and DNS server as well.

the new 2003 structure must be manually installed using adprep /forestprep
and adprep /domainprep from your 2003 CD-ROM. It must be done using EA
account. That said, 2003 can not become AD unless your AD is prepared for
it. What is your concern ? Can you be more precise ?

I have several 2000 servers. My client doesn't want the 2003 structure and
what this client wants, they get.

Then just don't implement WS2k3 structure jet. You have to introduce it
manually and when your client is ready you could do it. Exchange 2003 does
not need Windows 2003 server as AD and it can run normally in existing 2000
domain.
