I really want to help you, Lloyd, but you haven't given us any
information about your computer, your network, or the problem that
would enable you to get a specific answer. Please post back with
complete details. Here are links to help you make a good newsgroup
post:

Then do come back and repost with all necessary details. There are lots
of people reading this newsgroup who want to help you (like me), but
you have to give us something with which to work.

This sounds like an example of this generic OS design problem:
Auto-integration of detected "new stuff".

Which is itself an example of a wider generic design OS problem:
Acting beyond the user's expected level of risk exposure.

I can think of two ways you can be stuck with a "network" you don't
want: Wireless picking up the LAN next door, and leftovers from when
the PC was connected to a network elsewhere.

The latter arises because the OS pro-actively detects and enumerates
network resources, and may retain these settings even when the network
is "not there" anymore. Think "network" printers and auto-dumped
yellow shortcuts cluttering up "My Network Neighborhood".
