Try F10. That's what brings it up on my nx6110.

Most recent HP machines use <F10>. It'll tell you as it boots.

I know, it should and it used to in the past. But not anymore.
I have looked at the MSConfig and the Startup and see nothing that should
prevent it from accessing F10.

Bruce, for some reason it does not anymore. It used to work, F10, but now it
just continues to Welcome.
I've tried it 5 or more times. Holding the F10 key, tapping it continuously.
Nothing works.

What has changed since it last time worked ?

F10 is a bios level operation, it has nothing to do with windows.

Either some hardware has changed or bios settings has changed.

Are you using a USB keyboard? If so, try a non-USB one and see if that
works. If it does, and you can now get into BIOS, look for the section that
enables Legacy USB Devices and make sure it is enabled.

I'd try a different keyboard

It was the KB. I would have never believed it.
It worked perfectly on all other keys, ONLY F10 was not working.
