Get rid of extra-terestrial text

In OE, when I place the cursor on a folder subject such as this NG, I
get a long rectangular box that contains the entire dialog. It
extends into the preview pane and takes about 15 seconds to
disappear.

Also, if I put the cursor over an Icon on the Quicklaunch toolbar on
the desktop, it will do the same. Example: Put the cursor over my
shortcut to Windows Explorer, I get a small box saying: Windows
Explorer - Displays the files and folders on your computer. I would
like to do away with this option if I can. A previous post said to go
to Windows Explorer>Tools>Folder Options>View>Uncheck: Show
description for folder & desktop items. This did not solve the
problem.

Appreciate any thoughts.

In OE, Tools | Options | Read, uncheck Show tooltips ...
