How could I mimic a Mac OS X brushed metal or aqua style Windows form or a
'genie' dock effect in a VB.NET app for free?

JFMI: Why? I would not like an application that comes with a
typical Mac UI in Windows...

Just a thought...

style Windows form or a
'genie' dock effect in a VB.NET app for free as my software would look

It's a lot of effort if the user doesn't like it. There are tools like
WindowBlinds, which can be used to apply these stlyes to all windows in
Windows.

any free ways (as my app is open source, which by nature cannot be charged
for-so no WB)?

A) It's called "animation." You'll have to do it all yourself.

B) Were I to use this program, I would think the programmer was some
Mac-head snob who thinks Windows should act like the Mac. I would delete the
program thinking "Windows should act like Windows."

Why bother... it's a lot of effort for a Windows app. If you wanted your
app to look like a Mac app, maybe program it for a Mac? ; )
