In the subject area there are two boxes that can be checked. I'm confused
about the second box, "Allow user who do not have administrator rights....."

Is the paragraph saying that anyone can have access to my computer and apply
software if I have this box check, or am I reading "Into" this paragraph.
Should I have this box checked or unchecked. I'm a home user and no one uses
this machine.
 
These boxes relate to the use of the same machine by multiple people,
including, perhaps, multiple family members on a home machine.

You might have a child set up as a limited user, for example.

These boxes to give any new ability to anyone to access your machine--they
are simply talking about abilities granted to people sitting down in front
of it and logging in with usernames and passwords you have established.

If you are like many Home users, you have only a single user, and perhaps no
password set. That user is an administrator.

If you don't have other limited users set up on the machine, there's no need
to check that box. Even if you had--you would want to consider whether or
not to allow them to take the actions mentioned, or expect that they would
call on you for help if those issues came up--the program would, in fact
remind you when you signed in next.
