General Group Polcies Question

I am new to GPO and I wish to deploy a policy across our network. The
policy will make sure everybody's Internet Explorer will connect through the
ISA server, with Surf Control and stay that way.

However I don't wish the MD to be under this policy. Which is the best way
for me to undertake this task?

The best way to deploy group policy in your domain is to create a new OU for
the users/computers that you want the new group policy to apply to. Then
put the users and/or computers into this OU that you want to be effected by
the group policy. I say users and/or computers depending on whether the
group policy is changes are configured under the "user configuration" or
"computer configuration" section of the new group policy. Next you can
create a new group policy object for you new OU and configure it
accordingly.

Another benefit of creating a separate OU is that it allows you to test your
settings with a test user/computer before deploying it into the domain just
in case the group policy changes have some unintended consequences.
