"General Failure" in TCP/IP

I'm working with a laptop running Windows XP Tablet PC
Edition, and a verizon wireless connection using an
Audiovox PC5220 card.

The card keeps its connection for between 5 and 7
minutes, and then drops. Verizon has determined that
the card is not faulty and that the account/routing on
their side is also good.

It appears something is interferring with the connection
on the laptop. This is also shown in a series of
pings. The connection looks like this:

Reply from 66.94.230.36: bytes=32 time=248ms TTL=47
Reply from 66.94.230.36: bytes=32 time=214ms TTL=47
Reply from 66.94.230.36: bytes=32 time=668ms TTL=47
Reply from 66.94.230.36: bytes=32 time=335ms TTL=47
Reply from 66.94.230.36: bytes=32 time=280ms TTL=47
General failure.
Destination host unreachable.
Destination host unreachable.
Destination host unreachable.

There is nothing in the Event Log.

Can I get some help in trying to debug what is causing
this dropped connection?

make sure no ip filtering and no ipsec enabled. this may give you the tip.

TTL expired in transit and Destination host unreachable

Symptoms: After enabling VPN on a Windows 2000 server you may have these
issues: 1. From the server, you receive "Destination host unreachable" when
ping outside IP.
2. You receive Time out or "Reply from x.x.x.x: TTL expired in transit" when
ping the server from outside.

Cause: Outside NIC Filter is enabled.

Nope, no IP filtering or IPSec. Windows firewall is enabled.

I'm more concerned about the "General Failure" than the Destination
host unreachable.

This also doesn't explain the fact that things work for 5 to 7 minutes,
and then stop working.
