GeForce 4 / DirectX 9.0c / Win XP crashing Counter-Strike

Recently I reformatted my machine and did a fresh install of Windows XP
without changing any components or anything from a previous Windows
2000 install. Shortly after getting all my drivers and software on I
realize that Counter-Strike crashes instantaneously (and forces an
immediate restart) when either I alter video settings or am about to
finish connecting to a server. No other games or programs seem to
cause problems. System specs..

Windows XP
GeForce 4 Ti4600, problem occurs with various drivers
MB: Gigabyte GA-81EXP Rev 2.0 Intel P4 socket 478 chipset
P4 2.4B GHz processor
Have latest VIA Hyperion chipset drivers installed
DirectX 9.0c
768 MB DDR RAM

More specifically I figured out that the computer is getting a STOP
error:

*** STOP: 0x0000007F (0x0000000D, 0x00000000, 0x00000000, 0x00000000)

I looked it up on Microsoft's site and it seems it could be basically
anything... :( Will try to post more relevant information as I figure
it out

It's very difficult to find out exactly what the problem is when XP
crashes.

However, chances are that there is a bug in the video driver that is
exposed only by a particular game that happens to use a particular
function (or creates a particular situation) that no other game uses.
Report the error to the video card manufacturer (if you are using
their drivers) and hope for the best. If you're using XP standard
drivers, report the error to both the card manufacturer and Microsoft.
If you can provide them with a minidump, that will help, too.
