This service keeps running even when i have switched off
the MS spyware. Is it necessary for this service to be on
all the time? especially when i have switched off the
anti-spyware?

please give more info on this.

The only way to switch this off is to open the
antispyware, and click options/settings click realtime
protection and uncheck both startup option and realtime
protection.

This will disable antispyware, if you are going to do this
you might as well un-install the sw, if you do this please
do not post any other questions to this site, because it
would not be a very smart thing to do.
 
If you don't want to have real-time protection available, you need to
disable this. See the "workaround" paragraph of this KB article:
