Gathering security logs

I run a government network and I'm required to keep the
security audit logs for 5 years. Is there a Windows 2000
mmc or other tool for moving the logs to a central
location? I'd like to have one a tape with all of the
security audit log from the entire network. I had a tool
that would do this for NT but have not found away to move
the logs on 2000.
