Hello,
I spent the whole weekend with this problem: I installed
some video authoring software on my notebook, and now can
no more view any kind of video without some garbage
overlayed in the video output. It doesn't matter whether
it's mpg or qmf for example, It always looks like the
example which you can see here:

Please excuse the lousy "screenshot", but when trying to
capture the WMP, the video area is always black, so I had
to take a photography. Somtimes the garbage is also only
black blocks. The video and audio itself play without
problems underneath, so I think it's not a problem with
the decoder or the video files itself.
The only program which manages to show the videos
correctly, is Quicktime. I already have removed the video
software, cleaned the registry, updated graphics drivers,
reinstalled and also removed WMP 9, cleaned up the codec
section, reinstalled SP4, nothing helps. The system is a
Thinkpad A20p (ATI Rage Mobility) with W2K prof. and SP4.
I am totally clueless what else I could do to repair the
video playback.
