Garbage characters in Browser "Banner"

For whatever reason, the top part of the browser window that tells the name
of the page you are currently on is populated with garbage characters (mostly
little squares) & not the 'regular' text of the page. Any insight you could
offer would be greatly appreciated -- best regards -- derek

What character set is in place?

In MSIE, View > Encoding? Or have you installed a foreign language pack?
 
Norman -- Unicode was checked -- I have been reviewing some documents from
China via my Outlook Web Client -- probably triggered something. Any idea
how I can get it 'reset' to English?
