I'd tried to install a few games to the "D" drive and
once in a while the computer tells me I can't install to
a root drive or something like that. So since the game
was small I went ahead and put it on "C", but was
wondering why some give me a choice to browse and accept
the letter D and a few won't? Any ideas?

This is mainly down to the developers, there's no real reason why a game
shouldn't work for any drive (may be a copy protection thing with some
schemes?). Certainly anyone who could write a decent setup application
shouldn't be doing something so silly.
