fuzzy photos

when I view photos on the internet they do not appear to fully load but leave
a blurred section in the centre.
I am running windows XP Home edition,Fujitsu/Siemens Scalio L with 760mb ram.
Can anyone help?

If you are using a high speed dial-up connection
....the problem is caused by the compression they use.
