Funny symbols

I was wanting to know if anyone else was getting funny
symbols, like oriental writing, when they are surfing the
internet. It is just random letters that are changed,
but usually the apostrophe or letters following. Any
help would be helpful in solving this problem.

Sometimes I get "?" instead apostrophes. Usually changing the encoding
between UTF or Western European (ISO) fixes it up.
