Funny little file with a ~ in place of the name

Every time I download something when I look at my desk top there is this
little file. It always has a ~ (tilde) for the name. I have no idea what
it is . It has been suggested that I try and open it but at this point I
have always just put it in the trash can.

Can someone tell me what this think is. I am running an XP with IE 6. The
one on my desktop now says the size is 229 KB then it says it is 240 KB on
disk. The type of file: is file so that does not tell me anything.
