Do anybody know a formula that can be use to do the following:

Issue 1 day every 4 month starting 4 month after 7/13/09 which is in cell
H10. and give another 1 day every four month starting 7/13/08. So the the
first will get 2 for the year and the later will get 3
 
Let me try make this simpler, because I really need help- Is there a formula
to issue 1 day every four month after a certain date. say the date is july
1, 2009 - You will get 1 in November and another one in March. But if you
start July 2008 you will get one July, 1 November, 1 March and another in
july 09
