Full System Restore Problem

On my other computer (it's an emachines), I am 100% sure I have a virus. The
sad thing is, I can't get rid of it.. even with the virus protection I was
paying for, and several that I have been recomended from friends. I got it
while downloading a movie codec; after downloading it Norton went crazy;
"BACKDOOR TROJAN HAS BEEN DETECTED" , and now I get at least 70 pop ups upon
startup. Anyway, so I thought I'd go the easy way out.. pop in that System
Restore CD and run a complete restore. Well I put it in, and started the
computer up, and I've done this before on a different computer, so I expected
it to automatically go to the System Restore screen, however some junk came
up on the screen.. if I remember correctly it was something that had "boot"
and "from CD", so I knew something was wrong. However, the computer still
started fine. I went to the disc in My Computer, but it's obvious that it's
supposed to run at startup. So then I put it on this computer, and it started
up, but this computer is a different brand and was not intended for use by it
(I was just checking to see if it works at startup). So I am pretty sure that
it is the virus that is not letting me restore my computer. Then I decided
I'd try to start it up in safe mode, but that didn't work, since the CD is
supposed to run before I even get the option to go to safe mode. If anyone
could offer any help on it, or even tell me how to get rid of the virus
without restoring, I would be very grateful.
