It don't work with all applications but, try r-clicking the shortcut to open
the "program" and selecting properties. You should see "Run", if you click
the little arrow to the right of that box, you will have three choices. Take
yours.

Open the program. Use your cursor to drag each corner of the window to the
full size of the screen. Close the program, {with the X}. Re-open. Windows
should recognize the last screen size used an open to your new full size
forever and ever, Amen.
