Have a problem with programs coming up in minimized screen. This only
happens with certain icons and also happens when in outlook express if I
open an attachment or open a message to forward, I never get full screen.
Someone has changed something and I can't figure out what.

Use your mouse to drag the left, right, top and bottom of the screen to
whatever size you want, then click of File and then Close. Window should
now open to the size you dragged it to. Works for IE, OE and Windows
Explorer.
