FULL SCREEN SIZE/POSITION displays incorrectly

I tried installing an old screen-saver earlier and
noticed the IE problem. I've since uninstalled the
screen-saver, but the problem still exists. I erased the
registry settings, "Window_Placement"
& "OldWorkAreaRects", then rebooted, but to no avail, the
problem still exists. The only way for me to see the the
contents in FULL SCREEN is to run IE with "restore down"
then resize it. I am only having the problem with IE and
nothing else, not even Windows explorer.
