how can i make a picture inserted into a pp 2003 presentation viewable full
screen with no background?
 
Select the picture object. You should see the outline of the object and 8
or 9 'handles". These handles can be used to rotate or re-size the image.
If the image can be resized, there will be a green ball above the image.
When the cursor moves over this ball the cursor will change into a turning
arrow. This is not what you need.

The other 8 handles are in the corners and sides of the image frame and the
cursor changes to a resizing arrow when over them. Grab (by clicking and
holding down the left mouse button) any of these handles and drag it (move
the mouse) to where you want it.

Keep in mind when using PowerPoint, that the blank slide image that you see
on the screen before you added the picture is the full size that can be
used. Some pictures, when they are inserted, are larger than this slide
image and will need to be reduced in size to fit onto the slide.
