Now the question is whether or not Google will provide Fuchsia for free?

Apparently Fuchsia will be free and open source, but that is not to say that Google will not want something in return. Currently manufacturers are able to use it in exchange for pushing Google's products and services, but after the recent EC fine of $5bn that may be set to change (at least in the EU).
