ftp vs windows user

Hi
I have got windows 2000 server.
I want to create one ftp user to upload and download
files in specific folder.
For that, I have created one windows user and created one
ftp site and add that user ftp user.
But the problem is I dont want give user rights to log on
to operating system. In otherwords, is it possible to
create only ftp user without creating windows user?
This is just because precaution for hacking.
I dont want that user to use remote connection and can
log on to server but only able to upload and download
files in specific folder using any ftp program.
Any help would be appreciated!

No Need of Logon Locally user right to access the FTP folder via FTP
You can use the anonymous authentication to upload the file. You can set
the security (Directory security) if you know the IP address of the client
system.
There is no seperate FTP User account
